The following is a summary of our most recent meeting.  Please let Steve Smith know as soon as possible if anything has been omitted or reported in error. Many thanks go to Elizabeth Huggler for taking meeting notes.

  1. Introduction, Agenda Review and Review of the May 2005 Meeting Notes

 

A.  Agenda Review—We did a quick review of the agenda. We are again asked to refrain from networking our laptops while discussion was underway.  

 

B.      Introductions and welcome to new members was made. Review of May 2005 meeting minutes. We are reminded that all meeting minutes are still on our web site.

 

C.     NYSDLC Website - Still not current. Also we should review the format for  appropriateness.

 

D.     NYSDLC Listserv – Please contact Bob Fraley with any updates or changes.


 

  1. RIC Director’s Technical Committee and RIC Director’s Committee for Instruction ( DTC & DCI)

 

a.           Peter Riley asked the DCI to clarify and prioritize its needs and shared them with the DTC for followup.

 

b.          SKYPE teleconferencing, http://www.skype.com, may have some technical implications for your network. Freeware is a concern in general.

 

c.     Mike Bayba made the point in our meeting that we have come to another

        crossroads in educational technology, going from a teacher who kind of

        knew computers to districts hiring technicians that were not

        instructionally grounded, to our current needs of having instructional

        technologists to manage the technology needs.

 

d.    A discussion ensued between the directors and technicians regarding the

       need to collaborate and evaluate the use of software and hardware.

 

e.       More needs to be done to address relations ships between RICs and Non-

      RIC BOCES.

 

f.        It was pointed out that at the joint DCI/DTC meeting 17 of the 25

      participants were using laptops during the meeting. How many were really

      paying attention to the discussion?

 

  1. eLearning Symposium Followup. 

 

a.     It was an informative conference. Maybe too tight of an agenda, not

        leaving enough time to meet with vendors.

 

b.      Internet 2 was a hot topic.

 

c.       It was felt that this was more of an awareness conference than instructional.

 

d.      There was discussion comparing Moodle to Blackboard.

 

e.   Questions were raised at this meeting as to why there was an eLearning Symposium, that is not associated with NYSDLC?

 

f.   Do we want to be partners or participants in the next one?  

 

It waas suggested that if we participate next time that we have a NYSDLC strand. Steve S. to discuss workshop slots with Shelley. 

 

4.   University in the High School

 

a.       There may be issues with SUNY policies hindering access to college courses.

 

b.      It may have to do with missed revenue for local community colleges.

 

c.       It was suggested that we try to get someone from SUNY to attend our meetings and help bridge the need.

 

5.   Collaborative Instructional Projects

 

a.         Mike Bayba reported that he and Shelley were able to get teachers together via video conference. The teachers hit it off and have picked up on their project again this year.

 

6.   Conference Plans for NYSC&TE and NYSSBA Next Fall

 

a.         Apparently, at this time we plan only to attend these conferences, not have an NYSDLC presence. 

 

7.   Breakout sessions/Instructional-Technical:

 

a.         Instructional Discussion Notes

 

·        We talked about inviting staff developers and model schools coordinators to future meetings for discussion on where dl could facilitate their projects/services.

 

·        Christine offered to facilitate staff developer discussion. Each of us are to consider inviting contacts for each BOCES/RIC for 1/26-27.

 

·        We are seeing more and more requests for cross-BOCES course offerings. This is primarily via ISDN. Hopefully in the not too distant future this will include dedicated connections. 

 

·        We will discuss next time, the creation of a video conference instructional resource book.

 

            b.        Technical Notes DL

 

·        Continued discussion on having digital media libraries and how to either stream them to the web or make them available for download in entire format or in individual clips.

 

·        It was suggested that the techies in our group converse with the DTC regarding the use and validity of Internet 2.

 

·        There was considerable discussion regarding customer experience with Time Warner Cable or Verizon

 

 

8.  Statewide Conectivity Forum

 

a.         We continue to plan for connecting the various BOCES/RICS for dl. In some cases this may be as a result of local convergence projects.

 

b.         It was noted that apparently Time Warner Cable is working on a connection from Erie through to Sullivan County.

 

c.         Concerns over the discontinuance of the Diffusion Fund pricing by Verizon. This may substantially impact BOCES to BOCES connectivity.

 

9.  Cross Contract for Courses Charging

 

a.                   Some charge by course. Some a flat fee for everything in the service.

 

b.                  We discussed a cost effective way to hire teachers.

 

c.                   Currently we follow the charging structure of the host district.

 

d.                  We need to discuss further how to develop a pricing structure for cross BOCES courses that all can live with. Next meeting.

 

10.   Round Table

 

            a.         Review the member and contact lists on our listserv for update. Get

                        changes to Steve Smith ASAP.

 

b.                  There are some good sources on the Internet for setting up video

             conferencing, (Cilic.org) was mentioned.

 

c.                   www.twice.cc this listserv is intended to share resources, anecdotes, and

            connections between schools in Michigan, check it out.

 

d.         Some universities do video conferencing interviews for student admission.

 

d.                  Some of us have portable Polycom units to move from district to district.

            An issue here is how is the best way to transport them?

 

 

11.  Tentative Agenda for our January 06 meeting,

 

·        Invite DCI to send representatives to our meeting for dialog

·        Pursuit of online and I/P courses

·        Sharing policies for snow days, fire drills, subs, etc.

·        Model schools and staff development opportunities.

·        Collaborative projects

·        How is dl evaluated for success or improvement in your region?

·        Defining and dealing with teaching and teacher issues.
